This regulation addresses the delegation of authorities in relation to the following activities: 1) The granting of land rights; and 2) Land registry activities. In terms of the granting of land rights to rights holders, the Minister will partially delegate its authority to the Heads of Regional Offices or the Head of the Land Office, depending on the types and sizes of land rights that will be granted
Any residential houses that are acquired by foreign citizens may be used in relation to the following further actions: 1) May be bequeathed to eligible heirs, if foreign citizens pass away; 2) May be used as debt collateral through mortgages; and 3) May be transferred and/or shifted to other parties.
The granting of land rights, as covered under the Decree, encompasses the general granting of land rights, as follows: 1) The granting of ownership rights over houses, shophouses and office houses deriving from Right-to-Build (HGB) land titles or Right-to-Use land titles; 2) The granting of ownership rights over houses that are purchased from the government by civil servants that derive from HGB or Right-to-Use land titles; 3) The granting of HGB or Right-to-Use land titles that derive from ownership rights; 4) The granting of HGB land titles that derive from Right-to-Use land titles; 5) The granting of Right-to-Use land titles deriving from HGB land titles; and 6) The granting of HGB land titles or Right-to-Use land titles that derive from Right-to-Cultivate land titles for supporting business facilities that relate to such rights
