This Decree regulates special-priced biodiesel fuel for 30?200 Gross Tonnage Indonesian-flagged fishing and fish transport vessels. Eligible vessel owners with valid fishing permits, an SKAT, and a signed integrity pact must submit a standardized operational plan valid for 30 days to PT Pertamina (Persero) or PT Pertamina Patra Niaga, covering all depot-to-port transport costs. Vessel owners must keep their SPKP transmitters active, log realization data into the ePIT system before port clearance, and are strictly forbidden from transferring fuel allocations.

Regulation of the Minister of Agriculture No. 11 of 2026 introduces a revised approval structure requiring Business Actors to obtain an Letter of Consideration for Determining the Requirements Plan (Surat Pertimbangan Penetapan Rencana Kebutuhan/SPP-RK) through SINAS NK, valid for 1 year, and an Import Permit, valid for 3 months. Director General of Agro Industry establishes a comprehensive designation framework for Indonesian Sustainable Palm Oil (?ISPO?) Training Institutions and ISPO Consultancy and Mentoring Institutions supporting downstream ISPO certification. The Regulation prescribes distinct qualification criteria, licensing requirements, and verification procedures for each institution type, while imposing ongoing operational and reporting obligations to ensure the quality, independence, and accountability of ISPO support services.

This Decree establishes a set of inspection and certification guidelines for Indonesian-flagged pontoon and self-propelled barges that transport nickel ore, allowing crew statements to evidence cargo lashing and International Maritime Solid Bulk Cargoes (IMSBC) Code competency. The Decree shifts compliance responsibility toward internal vessel personnel and company oversight, removes the explicit intact tarp (utuh) requirement and emphasizes crew responsibility for ensuring that all cargo is securely lashed and that vessel stability is maintained.

This Circular streamlines the fulfillment of River Basin (Daerah Aliran Sungai/DAS) rehabilitation obligations by holders of Forest Area Utilization Approvals and Forest Area Release Approvals due to Forest Area Exchanges through ecosystem restoration, which should be carried out under standardized Cooperation Agreements (Perjanjian Kerja Sama - ?PKS?).
