List of Agencies and Representatives of International Organizations Now Exempted from PBB-P2 and/or BPHTB Updated

Tax and Non-Tax Charges

The Minister of Finance ("Minister") has introduced a list of agencies and representatives of international organizations that will be exempted from the imposition of rural and urban land and building tax (Pajak Bumi dan Bangunan Pedesaan dan Perkotaan – "PBB-P2") and/or tax on the acquisition of land and building rights (Bea Perolehan Hak katas Tanah dan Bangunan – "BPHTB") through the issuance of Regulation No. 58 of 2024 ("Regulation 58/2024"), which has been in force since 2 September 2024.
Previously, lists of agencies or representatives of international organizations exempted from BPHTB and PBB-P2 were outlined under Regulation of the Minister No. 147/PMK.07/2010 ("Regulation 147/2010") and Regulation of the Minister No. 148/PMK.07/2010 ("Regulation 148/2010") respectively. However, as a result of the enforcement of Regulation 58/2024, both of these frameworks have now been repealed and replaced.
As outlined comprehensively under the Appendix to Regulation 58/2024, objects belonging, controlled and/or utilized by a total of 50 agencies and/or representatives of international organizations are now exempted from the imposition of BPHTB and/or PBB-P2. These agencies and/or representatives include the following: 1) Agencies under the United Nations; 2) Non-United Nations multilateral organizations; 3) Financial agencies; and 4) Bilateral technical cooperation agencies.
