Discourse on Plain Packaging for Alternative Tobacco Products Raises Concerns

  • The alternative tobacco product industry is questioning a planned policy on mandatory plain packaging without trademarks, which is set out under Draft Regulation of the Minister of Health on the Safety of Tobacco Products and Electronic Cigarettes ("Draft Regulation"). The industry believes that this new policy contradicts the existing framework of Law No. 17 of 2023 on Health, as well as Regulation of the Government No. 28 of 2024, which do not set out any mandates regarding plain packaging.
  • The Secretary General of the Indonesian Personal Vaporizer Association, Garindra Kartasasmita, has expressed concern about the potential implementation of a plain packaging policy that will ban brand identities from creative tobacco industry products, as set out under the new Draft Regulation. Kartasasmita believes that this policy could ultimately create new problems, such as increasing the circulation and consumption of illegal products, creating space for minors to gain access to these types of products due to supervision difficulties in the field, reducing excise revenues and ultimately leading to higher rates of smoking.
  • In addition, the Chairman of the Indonesian Vape Consumers Association, Paido Siahaan, has also offered a response to the discourse on plain packaging policies, particularly regarding a perceived lack of detailed product information on products. Siahaan believes that this plan may violate consumers’ right to access accurate information. (ANT)
