The government is aware that the ongoing Corona Virus Disease 2019 (“COVID-19”) pandemic, along with the various restrictions that are currently being imposed in order to prevent the spread of COVID-19, are having an adverse effect on many employment relationships between employers and workers/laborers (“Employees”), particularly in relation to working systems and the payment of wages. Therefore, in an attempt to maintain healthy employment relationships during the COVID-19 pandemic, the Minister of Manpower (“Minister”) has issued Decree No. 104 of 2021 (“Decree 104/2021”) on the Guidelines for the Implementation of Employment Relationships During the COVID-19 Pandemic (“Guidelines”).[1]
