New BISILK Requirements for Banks: Cash Flow Plans Must Be Filed Before Transactions with BI

Bank Indonesia (“BI”) has issued Regulation of the BI Board of Governors  No. 23 of 2026 on the Procedures for the Circulation of Paper and Metallic Rupiah Currency (“Regulation 23/2026”). Upon entering into force, Regulation 23/2026 simultaneously repealed and replaced the following legal frameworks:[1]

  1. Regulation of the BI Board of Governors No. 19/13/PADG/2017 on the Exchange of Rupiah Currency (“Regulation 13/2017”);
  2. Regulation of the BI Board of Governors No. 19/19/PADG/2017 on the Deposit and Withdrawal of Rupiah Currency by Banks with BI (“Regulation 19/2017”);
  3. Regulation of the BI Board of Governors No. 22/13/PADG/2020 on the Clarification of Doubtful Authenticity of Rupiah Currency (“Regulation 13/2020”);
  4. Circular of BI No. 14/29/DPU of 2012 on the Procedures for the Temporary Deposit of Securities and Valuables with Bank Indonesia; and
  5. Chapters I, II, and IV, Appendix I and II of Circular of BI No. 16/6/DPU of 2014 on the Implementation of the Bank Indonesia Cash Services Information System.
