New Mandatory Partnership Standards: Platforms Required to Formalize Agreements and Slash Service Fees for Local UMK Products

The Minister of Micro, Small and Medium Enterprises (“Minister”) has issued Regulation No. 3 of 2026 on the Protection and Enhanced Competitiveness of Micro and Small Enterprises (Usaha Mikro dan Kecil – “UMK”) Through Trade Through Electronic Systems (“Regulation 3/2026”) as the primary legal framework that will be applied in order to safeguard the rights of UMK that operate within the Electronic Commerce (Perdagangan Melalui Sistem Elektronik – “PMSE”) ecosystem.[1] This Regulation will now serve as a key reference for use by the central government, regional governments, Electronic Commerce Operators (Penyelenggara PMSE – “PPMSE”) and UMK in relation to the implementation and governance of digital partnership arrangements.[2]
