New E-Catalog Procurement Standards Introduced for Road and Bridge Sector: TKDN Compliance Now Central to Supplier Rankings

The Director-General of Highways has issued Circular No. 11/SE/Db/2026 of 2026 (“Circular 11/2026”) on the Implementation of Electronic Catalog (“E-Catalog”) E-Purchasing Through the Mini-Competition Method Within the Road and Bridge Construction Sectors. Circular 11/2026 has now officially repealed and replaced the previous regulatory framework that addressed this area, specifically Circular of the Director-General of Highways No. 08/SE/Db/2025 of 2025 on the Procurement of Road and Bridge Construction Works Through the Public Works Construction Sectoral E-Catalog (“Circular 08/2025”).[1]
