Framework Shift Under PERINTIS: From Document-Based Registration to Data-Driven and Integrated Electronic Transfer of Land Rights

The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (“Minister”) has issued Decree No. 1803/SK-HR.01/VIII/2026 on the Integrated Transfer of Rights (Peralihan Hak Terintegrasi – “PERINTIS”) 10 (Ten) Days (“Decree 1803/2026”). Decree 1803/2026 requires Land Deed Officials (Pejabat Pembuat Akta Tanah – “PPAT”) to conduct digital location marking directly at the property site[1] and ensure that all applications are processed using the First In First Out (“FIFO”) mechanism.[2]
