Overview
In an effort to further strengthen Indonesia’s investment climate and enhance business certainty, the government officially introduced Regulation of the Government No. 28 of 2025 (“Regulation 28/2025”) on the Organization of Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko – “PBBR”) on 5 June 2025. This framework has resulted in the repeal and replacement of Regulation of the Government No. 5 of 2021 (“Regulation 5/2021”), although it retains its title and addresses similar areas.[1] This new framework signifies a shift in the role of the Online Single Submission (“OSS”) system from merely serving as a facilitation tool to a more systematic instrument capable of supervising and controlling business compliance.[2]
