Six Measures Required to Be Performed by Digital Platform Companies to Support Quality Journalism

  • The long-awaited Regulation of the President on the Responsibility of Digital Platform Companies to Support Quality Journalism has finally been issued through the passing of Regulation of the President No. 32 of 2024. A summary of the Draft Regulation version of the new provisions was previously discussed in the following edition of Indonesian Legal Brief: “Indonesian Press Council Proposes Draft Regulation on Media Sustainability in Effort to Support High-Quality Journalism.
  • This new framework is set to come into force on 20 August 2024, i.e. six months after its promulgation on 20 February 2024, and contains six chapters that address various arrangements, including the following: 1) Digital platform companies; 2) Cooperation between digital platform companies and media companies; 3) Committee; and so forth.
  • Digital platform companies are required to support quality journalism through the implementation of the following six measures: 1) Must not facilitate the distribution of and must not commercialize any news content that is not in accordance with the press law after reports have been received; 2) Must work to assist in the commercialization of new stories that are generated by press companies; 3) Must treat all press companies fairly when offering digital platforms; 4) Must organize training and programs that are capable of supporting quality journalism; 5) Must design news distribution algorithms that are capable of supporting quality journalism; and 6) Must cooperate with press companies.
  • Cooperation between digital platform companies and press companies may be implemented in the following forms: 1) Paid licenses; 2) Profit sharing; 3) Sharing of news users’ aggregate data; and/or 4) Other agreed forms of cooperation. Said cooperation must be outlined in agreements.
