Individuals Who Do Not Fall into Two Mandatory COVID-19 Vaccination Target Groups May Now Secure Optional Vaccinations Independently

  • As Regulation of the Minister of Health No. 23 of 2023 ("Regulation 23/2023") on Guidelines for the Mitigation of Corona Virus Disease 2019 ("COVID-19") mandates that COVID-19 mitigation measures include immunization activities, both mandatory and optional, the Director-General of  Pharmaceutical and Medical Devices at the Ministry of Health ("Director-General") has decided to introduce an applicable mechanism for the provision of optional COVID-19 vaccinations ("Optional Vaccinations") through the issuance of Circular No. HK.02.02/E/2571/2023 ("Circular 02/2024"), which has been in force since 31 December 2023.
  • In essence, COVID-19 vaccinations should have commenced by 1 January 2024 across all healthcare facilities that provide COVID-19 vaccination services. In this regard, said facilities are required to comply with the following conditions: 1) Distribution license numbers must have been secured from the National Agency of Drug and Food Control (Badan Pengawas Obat dan Makanan/BPOM) for all administered COVID-19 vaccines; and 2) Utilized COVID-19 vaccines must be acquired through official distributors that have been appointed by the relevant vaccine manufacturers.
  • In terms of mandatory COVID-19 vaccinations ("Mandatory Vaccinations"), the following parties have been included among the target groups: 1) Persons at a high risk of death and serious illness from COVID-19 (e.g. elderly and young adults with comorbidities and suffering from severe obesity); and 2) Persons who fall under different risk classes and who require medical attention (e.g. persons over 12 years of age with medium-high levels of immunocompromised conditions, pregnant women and medical workers who are serving as frontline workers as a part of COVID-19 mitigation efforts).
  • Meanwhile, Optional Vaccinations are available to persons who do not fall into either of the above-outlined Mandatory Vaccination categories and may be administered on an independent basis.
