Procedures for the Issuance of Permits for Medical Workers and Healthcare Personnel Adjusted: Mechanism for STR Issuance No Longer Featured

  • While the Minister of Health ("Minister") previously issued Circular No. HK.02.01/MENKES/1911/2023 ("Circular 2/2023") in order to serve as a reference for the issuance of Registration Certificates (Surat Tanda Registrasi – “STR”) and Practice Permits (Surat Izin Praktik – “SIP”) (collectively referred to as “Permits”) for medical workers and healthcare personnel (collectively referred to as "Medical Personnel") following the issuance of Law No. 17 of 2023 on Health ("Law 17/2023"), the Minister has now decided to adjust the applicable framework through the introduction of Circular No. HK.02.01/MENKES/6/2024 ("Circular 2/2024"), which has been in force since 12 January 2024. As a consequence, Circular 2/2023 has now been repealed and replaced.
  • Broadly speaking, Circular 2/2024 no longer features the issuance and/or extension of STR that originally featured under Circular 2/2023. However, until the introduction of a forthcoming implementing regulation to Law 17/2023, Circular 2/2024 reaffirms that STR are among the documents that are required in order to ultimately secure SIP.
  • In terms of the possession of STR by Medical Personnel, Circular 2/2024 states that said possession may determine the validity of initial SIP if ultimately issued. Said validities break down as follows: 1) Possession of STR that were issued and that became valid prior to the enforcement of Law 17/2023: the validity of issued SIP will be in line with the validity period of the relevant STR; 2) Possession of STR with lifelong validity ("Lifelong STR") and the respective Medical Personnel graduated less than five years ago: issued SIP will remain valid for five years; and 3) Possession of Lifelong STR and the respective Medical Personnel have not practiced medicine for more than five years: issued SIP will remain valid for five years (after evidence of the fulfillment of Professional Credit Units [Satuan Kredit Profesi – "SKP"] has been submitted).
  • Newly featured under Circular 2/2024, the fulfillment of the abovementioned SKP should be proven in line with the following provisions: 1) Medical Personnel that have held SKP for five years should constitute SKP fulfillment; and 2) The relevant levels of SKP fulfillment can be accessed by Medical Personnel and relevant medical authorities through the: skp.kemkes.go.id website.
