Provisions on Customs Notifications and IMEI Registrations for Electronic Devices Adjusted

  • The Director-General of Customs and Excise ("Director-General") recently issued Regulation No. PER-7/BC/2023 ("Amendment") which amends Regulation of the Director-General No. PER-13/BC/2021 ("Regulation 13/2021") on Procedures for the Notification and Registration of International Mobile Equipment Identities ("IMEI") for Telecommunications Devices Through Customs Notifications, which has been in force since 13 March 2023.
  • The Amendment has now made several adjustments to the procedure for the registration of IMEI for telecommunications devices that are part of the carry-on luggage of passengers and/or transportation crews. The Amendment states that passengers and/or transportation crews carrying telecommunications devices must report the entry of said devices into Indonesia to Customs-and-Excise Officials ("Officials") through the filling out of IMEI registration forms, as provided by the Director-General.
  • While the general registration and reporting process generally remains the same as that previously set under Regulation 13/2021, it should be noted that the Amendment states that Officials now have the authority to ask carriers of devices to activate their devices for inspections.
  • In terms of the stipulation of customs tariffs for telecommunication devices, Officials will determine said amounts based on reference data provided by the Director of Technical Customs. These reference numbers will also be used in order to determine the relevant tariffs for telecommunications devices that are carried by passengers who have yet to exit customs areas or other equivalent areas and who are about to register their IMEI.
