Govt. Set to Extend CPO Export Contribution Exemption Period Beyond 1 November 2022

  • Indonesia’s Coordinating Minister for Economic Affairs, Airlangga Hartarto ("Minister") during a recent Palm Oil Plantation Fund Management Agency (Badan Pengelola Dana Perkebunan Kelapa Sawit – "BPDPKS") directing committee meeting ("Meeting") affirmed that the government has decided to extend the Crude Palm Oil ("CPO") contribution (pungutan) exemption period beyond 1 November 2022 until the reference price for said CPO products is larger or equal to US$ 800 per metric ton. This decision was made due to the Index Market Price (Harga Index Pasar – “HIP”) for biodiesel currently being higher than the HIP for solar fuel, meaning that no biodiesel incentive is available at present.
  • The adjustment of the export contribution tariff scheme is expected to contribute to improved equality and compliance in terms of the distribution of added value deriving from the domestic CPO industrial chain. Collected contributions should subsequently be managed and re-disbursed in order to develop the community-based CPO industry.
  • The Minister has stated that the availability of funds deriving from the above-mentioned export contributions will boost independent planters’ access to funding, in turn improving the productivity of their plantations and positioning them closer to business sectors that provide added value for businesses.
  • During the Meeting, the decision was made to expedite the People’s Palm Oil Rejuvenation (Peremajaan Sawit Rakyat – "PSR") program through further discussions with a technical team comprising relevant government agencies and the BPDPKS. In this regard, the Minister has stated that improvements should be made to the PSR program so that any gaps between the prices of partner and non-partner fresh fruit bunches can be tightened. Moreover, planning of the framework for intercrop cultivation should commence by December 2022. (ANT)
