- Requires regulations that mandate for the imposition of restrictions on community activities that have the potential to cause the transmission of Corona Virus Disease 2019 (COVID-19) to be applied by the Heads of Regional Governments throughout the following seven provinces: 1) The Special Capital Region of Jakarta; 2) West Java; 3) Banten; 4) Central Java; 5) The Special Region of Yogyakarta; 6) East Java; and 7) Bali.
- The issuance of this new instruction means that the following measures should now be implemented: 1) Limiting attendance at workplaces and offices through the implementation of a 75% Work From Home (WFH) and 25% Work From Office (WFO) policy and through the implementation of stricter health protocols; 2) Continuing with online teaching and study activities; 3) Essential sectors related to the basic needs of the community can continue to operate at 100% by regulating their operating hours and capacities and through the implementation of stricter health protocols; 4) Restrictions will be imposed on: a) Restaurant activities (maximum dine-in limit of 25%) and take-away or delivery are still permitted according to restaurant operating hours, and b) The operating hours of shopping centers and malls, which will be limited to closing time of 7pm.; 5) Construction activities will be allowed to operate at 100% capacity through the implementation of stricter health protocols; 6) Places of worship will be permitted to hold religious services through the implementation of a capacity limitation of 50% and stricter health protocols.
- The above-listed restrictions should be implemented across all provinces/regencies/cities that meet the following conditions: 1) The local death rate rises above the average national death rate; 2) The local recovery rate falls below the national average recovery rate; 3) The active case rate rises above the average national active case rate; and 4) Hospital bed occupancy rates (BOR) in Intensive Care Units (ICU) and isolation rooms rise above 70%.
