- The Directorate-General of Customs and Excise, in conjunction with Agricultural Quarantine Agency (Badan Karantina Pertanian – “Agricultural Agency”) and the Fish Quarantine, Quality Control and Fisheries Product Safety Agency (Balai Besar Karantina Ikan, Pengendalian Mutu dan Keamanan Hasil Perikanan/BKIPM) have recently entered into a collaboration agreement which addresses services and the supervision of the mandatory quarantine checking of all imported and exported commodities (“Agreement”) in an effort to strengthen the national logistics ecosystem.
- During the preliminary phase, the Agreement will establish a single-submission (SSm) and joint inspection system across the involved parties. During this phase, any businesses that import commodities requiring mandatory quarantine checking will only have to undergo a single checking procedure that will encompass both quarantine checking as well as customs and excise checking. Said businesses will also only be required to submit commodity checking data via the Indonesia National Single Window (INSW) platform.
- This new joint-inspection regime will primarily be implemented across four of the country’s largest ports, specifically: 1) Belawan; 2) Tanjung Emas; 3) Tanjung Perak; and 4) Tanjung Priok.
- The Head of the Agricultural Agency, Mr. Jamil, stated recently that the new cooperation agreement should ultimately expedite the flow of commodities through a process commonly known as quarantine clearance. In addition, Mr. Jamil added that in the future, joint inspections would also be implemented in relation to exported commodities in an effort to enhance the global competitiveness of Indonesian products.
