Government’s Approach to Agrarian Reform

Land and Property
  • The government is currently engaged in a process of agrarian reform in a bid to lower the poverty level, the Gini ratio and the unemployment rate. According to the Coordinating Minister for Economic Affairs, this ongoing project of agrarian reform must be accompanied by an opening up of access to capital, markets and the necessary skills.
  • The government has adopted a cluster system for the utilization of lands which are to become objects of agrarian reform (Tanah Objek Reforma Agraria – “TORA”) in a bid to expand the economic scale of the farming sector.
  • In addition, forestry areas which remain unutilized are to be addressed through the Settlement of Land Possession in Forestry Areas (“PPTKH”) process and awarded to farmers as TORA. Moreover, TORA may be derived from areas of land which were previously utilized under a Right-to-Farm (“HGU”) designation and from the relinquishment of forestry areas.
