New Provisions on Forest and Land-Fire Control

The Minister of Environment and Forestry (“Minister”) has issued Regulation No. P.32/MENLHK/SETJEN/KUM.1/3/2016 on the Control of Forest and Land Fires (“2016 Regulation”). In essence, the 2016 Regulation updates guidelines which relate to the control of forest fires and land areas across Indonesia by redefining provisions relating to the following matters:[1]

a.	The establishment of forest-and-land-fire-control (pengendalian kebakaran hutan dan lahan – “Dalkarhutla”) working units and fire-watch communities (masyarakat peduli api);
b.	The human resources required in order to implement Dalkarhutla activity;
c.	Facilities and infrastructures for Dalkarhutla;
d.	Dalkarhutla measures;
e.	Dalkarhutla innovations;
f.	Social empowerment and partnerships;
g.	Reporting obligations, monitoring and evaluation;
h.	Rewards and sanctions; and
i.	Funding.
