Utilization of Underground Spaces

For the purpose of providing guidelines on how to utilize underground spaces, the Minister of Public Works recently issued Regulation No. 02/PRT/M/2014 of 2014 titled Guidelines for Utilizing Underground Space (“Regulation”).

The Regulation provides technical guidelines for utilizing underground spaces for the Central and Regional Governments and private parties.

Classification of Underground Spaces

The Regulation classifies underground spaces into two categories, shallow underground spaces (0 – 30 meters below ground level) and deep underground spaces (more than 30 meters below ground level). Under the Regulation, the respective functions for each underground category are as follows:[1]
