Implementation of Construction Services in Government Agencies - 2007 Budget

The Minister of Public Works has issued Circular No. 02/SE/M/2007 to ensure that there is full compliance in this area. The Circular is in essence a series of points that all relevant government officers are to follow in the performance of their respective duties as they relate to the procurement of construction services.

Simply, all government officers are to act within the parameters of the prevailing laws and regulations in this area. These laws and regulations are stipulated at point 1. Another major problem in procurement by government agencies has been the leakage of state funds not always as a result of corruption. Nevertheless, the Circular is clear that these leakages are to cease immediately and point 2 draws attention to Presidential Instruction No. 5 of 2004 which provides the most recent mandate for plugging these leaks. Points 3 and 4 deal with the commitments that government officials are to make and fulfill with respect to the performance of their respective functions.
