The Minister of Religious Affairs, Minister of Manpower and Transmigration, and State Minister for the Empowerment of State Apparatuses and Bureaucracy Reform have issued a joint decree, which is registered as No. 7 of 2011 (in the Ministry of Religious Affairs); No. 04/MEN/VII/2011 (in the Ministry of Manpower and Transmigration); and No. SKB/03/M.PAN-RB/07/2011 (in the Ministry for the Empowerment of State Apparatuses and Bureaucracy Reform).
The Fourth Dictum of the joint decree asserts that joint leaves will reduce each employee’s annual leave. The joint decree is needed to anticipate a sudden joint leave announcement. For example, the government made a sudden announcement on 13 May 2011 (Friday early evening), that the next working day (Monday 16 May 2011) was a joint leave. This resulted in many offices remaining open on 16 May 2011.
