The Government of Jakarta every now and then issues or updates a regulation regarding emissions that set out to tighten emission limits from motor vehicles as a means of cleaning up the ever-worsening pollution and haze problems being encountered by Jakartans. However, the proof of the pudding is in the tasting or in this case the enforcement of the regulation and not in its making.
In a strictly anecdotal sense many readers need only look out their office windows to see the yellow haze of pollution that engulfs the city. The main problem with the ever-increasing polluting of Jakarta's air is the inevitable increase in health costs that will arise as a result of subsequent increases in respiratory ailments.
The Regulation, No. 31 of 2008, sets out three basic matters: threshold limits, methods for testing, and the testing procedures to be followed. The threshold limits are set out in Attachment I.
The emissions are to be tested while the vehicle is idling and also under acceleration.
Emissions thresholds are to be evaluated at least once every five years by the appointed authorities.
This Regulation repeals and replaces Gubernatorial Decision No. 1041 of 2000.
The Regulation was issued on 6 March 2008 and has been in force since 14 April 2008.
