Marine and Fisheries Licensing Overhauled: Four-Year Quality Certificates, Risk-Based Supervision and Consolidated Administrative Sanctions Introduced

The Minister of Marine Affairs and Fisheries (“Minister”) has issued Regulation of the Minister No. 15 of 2026 (“Regulation 15/2026”) on Business Activity Standards and/or Product/Service Standards in the Implementation of Risk-Based Business Licensing (Perizinan Berusaha – “PB”) in the Marine and Fisheries Sector, which replaces and repeals nine frameworks, including Regulation of the Minister No. 10 of 2021 on Business Activity and Product Standards in the Implementation of Risk-Based Business Licensing in the Marine and Fisheries Sector (“Regulation 10/2021”).[1]
