Ministry of Hajj and Umrah Enhances Regulatory Oversight of Umrah Pilgrimage Travel Cost Escrow Accounts

The Ministry of Hajj and Umrah (“Ministry”) has issued Regulation No. 3 of 2026 on the Procedures for the Supervision, Monitoring, and Evaluation of the Organization of Hajj and Umrah Pilgrimages (“Regulation 3/2026”). Regulation 3/2026 was issued pursuant to the mandate of Law No. 14 of 2025 on the Third Amendment to Law No. 8 of 2019 on the Organization of Hajj and Umrah Pilgrimages (collectively, “Law 14/2025”). Law 14/2025 mandates that all implementing regulations relating to the organization of Hajj and Umrah must be issued no later than six months from 4 September 2025.[1]
