EBA-SP Framework Expanded: Housing Financing Receivables and Benefit Receipt Rights Added to Eligible Financial Asset Portfolios

The Financial Services Authority (Otoritas Jasa Keuangan – “OJK”) has issued Regulation No. 12 of 2026 on the Issuance and Reporting of Asset-Backed Securities in the Form of Participation Certificates (Efek Beragun Aset Berbentuk Surat Partisipasi – “EBA-SP”) in the Context of Secondary Housing Financing (“Regulation 12/2026”).[1]

Upon its enforcement, Regulation 12/2026 revokes Regulation of OJK No. 23/POJK.04/2014 on Guidelines for the Issuance and Reporting of Asset-Backed Securities in the Form of Participation Certificates in the Context of Secondary Housing Financing which has been amended by No. 20/POJK.04/2017 (collectively referred to as “Regulation 23/2014”).[2]
