Mobile Operators Warned: Strict Prohibition on Charging for Active Period Extensions Imposed by New Circular

The Minister of Communication and Digital (“Minister”) has issued Circular of the Minister No. 4 of 2026 (“Circular 4/2026”) on the Obligation to Fulfill Service Options and Protection of Remaining Quota in the Context of the Implementation of the Constitutional Court Decision No. 273/PUU-XXIII/2025 (“Decision 273/2025”).[1] Circular 4/2026 officially establishes remaining internet quotas as intangible assets (hak milik tidak berwujud) and property rights of the consumers, ensuring they retain their economic value and benefits even after typical billing cycles conclude.[2]
