New Fuel Distribution Guidelines Set: Material Balance Calculations Now Strictly Limited to Documented Technical Failures and Force Majeure Events

The Downstream Oil and Gas Regulatory Agency (“Agency”) has issued Decree No. 036/KOM/BPH.DBBM/2026 (“Decree 036/2026”) on Technical Guidelines for the Verification of the Distribution of Certain Types of Fuel and Special Assignment Fuel (collectively referred to as “Fuel”).

The Decree aims to establish a comprehensive technical framework for verification teams in performing their duties.[1] The guidelines provide a clear reference for verifying the distribution of Certain Fuel Types and Special Assignment Fuel Types, thereby supporting accountable and orderly distribution of subsidized and assigned Fuel.[2]
