Updated Carbon Exchange Framework Commences: SRUK Transition and Expanded Eligibility for Non-SPE GRK Listings

The Board of Commissioners of Financial Services Authority (Otoritas Jasa Keuangan – “OJK”) has issued Regulation No. 6 of 2026 on Procedures for the Organization of Carbon Trading through the Carbon Exchange ("Regulation 6/2026"), which has simultaneously revoked the previous Circular of the OJK No. 12/SEOJK.04/2023 ("Circular 12/2023").[1] This new framework modifies the compliance threshold for Carbon Exchange Organizers (Penyelenggara Bursa Karbon – “PBK”), expanding the scope of tradable carbon unit in PBK, shifting the national registry reference to the Carbon Unit Registry System (Sistem Registri Unit Karbon – “SRUK”), as well as refining capital and governance administrative proofs.[2]
