Overview

Just prior to International Labor Day, which is commonly known as May Day, the Minister of Manpower (“Minister”) introduced Regulation No. 7 of 2026 on Outsourcing (“Regulation 7/2026”). Officially entering into force on 30 April 2026,[1] the Minister stated that Regulation 7/2026 had been issued as a follow-up to Decision No. 168/PUU-XXI/2023 (“Decision 168/2023”) by Indonesia’s Constitutional Court (Mahkamah Konstitusi – “MK”), based on a formal judicial review petition that was filed against Law No. 13 of 2003 on Manpower, as amended by Law No. 6 of 2023 (collectively refer to as “Law 13/2003”).[2]
