Framework on Cargo Handling Competency Updated: Certification, Training or Work Experience Now Accepted

Back in 2021, Indonesia’s Minister of Transportation (“Minister”) issued Regulation No. PM.59 of 2021 on the Implementation of Water Transportation Service Business (“Regulation 59/2021”), which has been serving as the primary set of guidelines that are used in relation to the operations of water transportation service businesses, including cargo loading and unloading activities (stevedoring).[1] Regulation 59/2021 also emphasizes that all cargo handling workers are required to have competency in loading and unloading activities, as evidenced by loading and unloading competency certification.[2]
