In 2021, the Minister of Law and Human Rights introduced Regulation No. 3 of 2021 on Paralegals and the Provision of Legal Aid (“Regulation 3/2021”). As its title suggests, Regulation 3/2021 outlined the various rights and responsibilities of paralegals that apply during the course of their duties, as well as the various requirements that have to be met by individuals who wish to become paralegals.
However, in an effort to further optimize the roles of paralegals, as well as to ensure that the paralegal profession is aligned with current legal and public needs, the Minister of Law (“Minister”) has now decided to issue Regulation No. 34 of 2025 (“Regulation 34/2025”), which bears the same title as Regulation 3/2021 and which has been in force since 3 November 2025.[1] It should be noted that the enforcement of Regulation 34/2025 has resulted in the repeal and replacement of Regulation 3/2021.[2]
