Expanded Tourism Sector Business Standards Unveiled: Risk-Level Adjustments Trigger Mandatory Standard Updates by October 2025

Following the issuance of Regulation of the Government No. 28 of 2025 (“Regulation 28/2025”)[1], which is Indonesia’s most recent umbrella framework to address Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko – “PBBR”), the Minister of Tourism (“Minister”) has now decided to issue Regulation No. 6 of 2025 on Business Activity Standards, Supervision Procedures and Administrative Sanctions During the Implementation of Risk-Based Business Licensing Within the Tourism Sector (“Regulation 6/2025”), which has been in force since 10 October 2025.[2] The enforcement of Regulation 6/2025 has resulted in the simultaneous repeal and replacement of the following frameworks:[3]
