DPR Officially Greenlights Draft Bill on DKJ Bill Amendment

  • Indonesia’s House of Representatives (Dewan Perwakilan Rakyat – “DPR”) officially elevated the Draft Bill on the Amendment to Law No. 2 of 2024  (“Law 2/2024”) on the Special Regional Province of Jakarta (Daerah Khusus Jakarta – “DKJ”) to Bill status during a recent plenary session that was held on 19 November 2024. In this regard, the Vice Chairman of the Legislative Body (Badan Legislasi/Baleg) at the DPR, Martin Manurung (“Vice Chairman”), has affirmed that the Bill aims to address a total of 34 items on the problem inventory list (Daftar Inventarisasi Masalah – “DIM”) that specifically relate to Law 2/2024.
  • In response to this new Bill status, the Minister of Home Affairs, Tito Karnavian (“Minister”), has declared that the forthcoming Bill will further strengthen the position of DKJ, both regionally and globally. The Minister also stated that the Bill is being introduced in order to close a number of existing regulatory gaps in Law 2/2024.
  • The new amendments that have been introduced under the Bill in relation to Law 2/2024 include four additional articles that broadly aim to accommodate the change in Jakarta’s governance structure and to ensure the proper updating of positions such as Governor, Deputy Governor, Members of the Regional People’s Representative Assembly (Dewan Perwakilan Rakyat Daerah/DPRD), Members of the DPR and Members of the DPD based on the 2024 elections. Moreover, the Bill also features an additional section that clarifies the legal framework for governance during the transition.
