Govt. to Officially Introduce the One Map Policy by 2025

  • The Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, Nusron Wahid (“Minister”), has affirmed that the drafting process for the framework of the One Map Policy will be completed next year and will offer easier business license processing. In this regard, the Minister has explained that the One Map Policy is one of the issues that must be immediately resolved by the government, as it is essential for the issuance of approvals for conformity of space utilization activities (Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang – “PKKPR”) for business actors.
  • Due to limited integrated map developments, the Minister has stated that the processing of PKKPR can still be lengthy due to the lack of detailed spatial plans (Rencana Detail Tata Ruang – “RDTR”). In this regard, the Minister has claimed that Indonesia currently possesses approximately 541 RDTR of the required 2000 RDTR,  only 278 of which are currently available online.
  • The Minister has claimed that the government has previously attempted to provide a solution to the above issue through a Service-Level Agreement (SLA) that was introduced via the issuance of Regulation of the Government No. 5 of 2021 on the Organization of Risk-Based Business Licensing. In this regard, if a PKKPR is not approved within 45 days of the submission of an application, then the Investment Coordinating Board (Badan Koordinasi Penanaman Modal/BKPM) is authorized to bypass the issuance of said PKKPR.
  • Ultimately, the Minister has urging services that relate to the issuance of PKKPR to be expedited whilst taking into account applicable risk mitigation measures. In this regard, even though the forthcoming One Map Policy has yet to be completed, the Minister has affirmed the importance of the issuance of PKKPR to ensure that various investment potentials can be accommodated.
