Import Customs Notifications Updated: Goods Units List Expanded to 3208 Units

  • The Minister of Finance (“Minister”) has published an updated classification for goods units (“Units”), as utilized in customs import notifications, through the issuance of Decree No. 50/KM.4/2024 (“Decree 50/2024”), which has been in force since 28 October 2024. The enforcement of Decree 50/2024 has resulted in the repeal and replacement of the previous framework that outlined the Units for customs import notifications, i.e. Decree of the Minister No. 9/KM.4/2024, which was later amended by Decree of the Minister No. 16/KM.4/2024 (collectively referred to as “Decree 9/2024”).
  • In addition to stating the amounts of goods outlined in customs import notifications, the Units that are comprehensively listed under the Appendices also include Units that are utilized in order to disclose amounts of goods that are outlined in customs notifications for imports to bonded stockpiling locations (Tempat Penimbunan Berikat – “TPB”). In this regard, it should be noted that any Units that were already outlined in relevant import documents (e.g. import approvals, exemption letters, description letters and so forth) and that were issued prior to the enforcement of Decree 50/2024 will remain valid and will continue to be recognized.
  • However, it should be noted that goods that are outlined in customs notifications for imports to TPB do not include commodities that fall into the categories that are available for goods containing substances that relate to security, safety, health and the environment (Keamanan, Keselamatan, Kesehatan dan Lingkungan Hidup – “K3L”) if said goods have yet to be subject to any restrictions and/or limitations regarding their importation to TPB.
  • In comparison with the now revoked Decree 9/2024, the new framework of Decree 50/2024 has now expanded the list of Units for customs import notifications from 3194 Units that were outlined under Decree 9/2024 to 3208 Units. However, no significant changes have been made under Decree 50/2024 regarding the number of Units outlined for customs notifications for imports to TPB, which remain at 437 listed Units.
