Introducing BPOMs Meet Market Program: New Opportunities for UMKM Marketing Partners

  • In an effort to support the country’s micro-, small- and medium-scale enterprises (Usaha Mikro Kecil Menengah – “UMKM”) nationwide in relation to the manufacture of natural-ingredient medicines and cosmetics, the National Agency of Drug and Food Control (Badan Pengawas Obat dan Makanan – “BPOM”) has decided to issue a set of guidelines that specifically address the implementation of the Meet Market program for UMKM (“Meet Market”) through the issuance of Decree of the Head of BPOM No. 391 of 2024 (“Decree 391/2024”), which has been in force since 15 October 2024.
  • Outlined comprehensively under the Appendix to Decree 391/2024, the Meet Market guidelines will now serve as a reference during the implementation of the program, while the Meet Market program itself is a partnership program between BPOM and relevant marketing partners (which can be implemented either electronically or non-electronically) that will facilitate the marketing of UMKM products. In this regard, Meet Market will be implemented nationwide by BPOM units across the country.
  • In terms of UMKM that are deemed eligible to participate in Meet Market, Decree 391/2024 has determined the following criteria: 1) Must manufacture natural-ingredient medicines and/or cosmetics for which distribution permit numbers have been secured and must have good track records; 2) Relevant manufactured products outlined in point (1) above should fulfill the needs of relevant partners; and 3) Must be able to utilize digital platforms. Meanwhile, UMKM partners in Meet Market refer not only to governmental agencies but also to business entities or associations with programs, media and/or platforms capable of marketing products.
  • Decree 391/2024 broadly outlines five main phases for the implementation of the above-described Meet Market, specifically: 1) Selection of partners (e.g. inventory of business opportunities, identification of needs and entering into cooperation with BPOM); 2) Selection of UMKM (e.g. inventory of products based on the needs of the selected partners and curation of natural-ingredient medicines and cosmetic products); 3) Drafting of product catalogs (as required); 4) Improvement of business literacy in preparation for final business meetings (e.g. branding, marketing, negotiations and public speaking capabilities); and 5) Business meetings between relevant partners and UMKM (e.g. exhibitions, product presentations and/or in person dissemination).
