Goods Units for Customs Export Notifications Updated: Units for Kratom Newly Included

The Minister of Finance (“Minister”) has published an updated classification for goods units (“Units”), as utilized in customs export notifications (“Notifications”), through the issuance of Decree No. 45/KM.4/2024 (“Decree 45/2024”), which has been in force since 11 October 2024. Consequently, the enforcement of Decree 45/2024 has resulted in the repeal and replacement of the previous framework that outlined Units for Notifications, i.e. Decree of the Minister No. 33/KM.4/2023 (“Decree 33/2023”).
The abovementioned Units themselves are outlined comprehensively under the Appendix to Decree 45/2024. While retaining the Units that apply to 19 types of commodities, as originally outlined under the framework of Decree 33/2023, the new framework of Decree 45/2024 has now added Kratom commodities to the list of applicable Units.
The above-mentioned Kratom commodities encompass three types of commodities that will have KGM as their applicable Units. Said commodities will be measured in kilograms.
