- The Minister of Religious Affairs (“Minister”) has issued an updated framework on the registration of marriages (“Registrations”) through Regulation No. 22 of 2024 (“Regulation 22/2024”), which is set to come into force on 7 January 2025. Upon its enforcement, Regulation 22/2024 will ultimately repeal and replace the previous framework for Registrations, as specifically outlined under Regulation of the Minister No. 20 of 2019, which bore the same title as Regulation 22/2024 (“Regulation 20/2019”).
- While maintaining the core activities that can be organized during the Registration process, as originally outlined under Regulation 20/2019, the new framework of Regulation 22/2024 states that the registration of any intention to marry may carried out offline through local Religious Affairs Offices (Kantor Urusan Agama – “KUA”) or online via the Marriage Management Information System (Sistem Informasi Manajemen Nikah - “Simkah”).
- The framework of Regulation 22/2024 has also reaffirmed that marriage covenants (akad nikah) that are implemented through local KUA may only be organized during official business hours. However, marriage covenants may still be implemented outside official business hours through non-KUA intermediaries by Registration Officers (Pegawai Pencatat Nikah/PPN).
