Molina System Streamlines Stay Permit Applications, Eliminating in-Person Meetings for Foreign Citizens

  • The Director-General of Immigration has decided to further clarify the rules for the affixing of immigration stay permit stamps in relation to applications to secure extensions or transfers for stay permits that are submitted via the Immigration Online Services Modules (Modul Online Layanan Imigrasi Indonesia – “Molina”) system through the issuance of Decree No. IMI-941.GR.01.01 (“Decree 941/2024”), which has been in force since 7 October 2024.
  • At its core, Decree 941/2024 mandates that the head of immigration divisions and immigration offices nationwide should further disseminate relevant information to and direct parties who wish to submit applications for extensions/transfers/reporting/changes of data for immigration stay permits. Said applications should be submitted via the Molina system through the following link: https://evisa.imigrasi.go.id/. In this regard, Decree 941/2024 clarifies that applications for the securing of any of the above-listed services may only continue to be submitted via the Immigration Management Information System (Sistem Informasi Manajemen Keimigrasian – “SIMKIM”) if such services are unavailable through the Molina system.
  • In terms of immigration stamps, Decree 941/2024 mandates that the heads of immigration offices across the country should no longer affix stamps to the passports of any foreign nationals who have submitted applications for the securing of any of the above-outlined immigration stay permit services via the Molina system. In this regard, if any electronic immigration stay permits have not been issued via email to relevant foreign nationals, sponsors or other responsible parties, then said parties may file formal complaints via the help desk organized by the Directorate of Immigration Information Systems and Technology at the Directorate-General of Immigration.
  • It also is interesting to note that Decree 941/2024 affirms that all phases involved in the submission of applications for matters relating to immigration stay permits (e.g. application submissions, verifications and the issuance of immigration products) will be fully implemented online, meaning that the relevant applicants will not be required to be present for any physical meeting with immigration officers.
