- The Director-General of Electricity has issued Decree No. 364.K/TL.09/DJL.4/2024 on Guidelines for Calculations of the Fulfillment of Local Content Requirements for Goods and Services for Non-Renewable Electricity Infrastructure Projects, Transmission Networks and Electricity Substations ("Decree 364/2024"), which has been in force 9 August 2024.
- In essence, Decree 364/2024 establishes a procedure for the calculation of the fulfillment of Local Content Requirements (Tingkat Komponen Dalam Negeri – "TKDN") for goods and services within the context of non-renewable electricity infrastructure projects. In essence, the Decree sets out comprehensive guidelines for determinations of the combined local content values of equipment and services that are used as a part of different types of projects, including power plants, transmission networks and electricity substations.
- The scope of this Decree encompasses non-renewable electricity infrastructure projects such as Steam Power Plants (Pembangkit Listrik Tenaga Uap – "PLTU"), Gas Power Plants (Pembangkit Listrik Tenaga Gas – "PLTG"), Combined Cycle Gas Power Plants (Pembangkit Listrik Tenaga Gas Uap – "PLTGU"), Gas Engine Power Plants (Pembangkit Listrik Tenaga Mesin Gas – "PLTMG"), transmission networks and electricity substations. The Decree also outlines the methods that should be used during self-assessments and verifications of TKDN values, which are crucial for compliance with the regulatory requirements.
