New Guidelines for The Natural Gas Transmission and Distribution Network Master Plan 2024 2033 Issued

The Minister of Energy and Mineral Resources ("Minister") has introduced a new set of guidelines national natural gas transmission and distribution network master plan period 2024 to 2033, through the issuance of Decree No. 173.K/MG.01/MEM.M/2024 ("Decree 173/2024"), which has been in force since 25 July 2024. Consequently, the previous framework that outlined the applicable national gas transmission and distribution period of 2022 to 2031, i.e. Decree of the Minister No. 10.K/MG.01/MEM.M/2023 ("Decree 10/2023") has now been replaced and repealed.
The Decree 173/2024 specifically addresses the following six regions: 1) Region I Aceh and North Sumatra; 2) Region II Riau, Riau Islands, Jambi, South Sumatra, Lampung, Banten, Special Capital Region (DKI) Jakarta, and West Java; 3) Region III Central Java; 4) Region IV East Java; 5) Region V Kalimantan and Bali; and 5) Region VI Sulawesi, Maluku, East Nusa Tenggara, West Nusa Tenggara, and Papua.
Outlined comprehensively under the Appendix to Decree 173/2024, the National Natural Gas Transmission and Distribution Network Master Plan for 2024 - 2033 consists of: 1) Definition and scope; 2) Map of transmission sections, distribution network areas, and infrastructure facilities and facilities required for the utilization of natural gas; 3) National natural gas distribution network area plan map; and 4) Matrix of transmission sections, distribution network areas, and infrastructure facilities and facilities required for natural gas utilization.
In essence, The National Natural Gas Transmission and Distribution Network Master Plan for 2024 - 2033 will be used as a reference following: 1) The Downstream Oil and Gas Regulatory Agency to evaluate and determine the transmission segments and/or distribution network areas for which special rights will be auctioned; and 2) Stakeholders in the construction and development of natural gas infrastructure, investment decisions and the development of the domestic natural gas market.
