- The Minister of Energy and Mineral Resources ("Minister") has issued Decree No. 174.K/MB.01/MEM.B/2024 on Guidelines for the Organization of Community Mining Permits, which has been in force since 25 July 2024.
- The Decree specifically addresses the following areas: 1) The preparation of management documents for community mining areas, as comprehensively addressed under Appendix I to the Decree; 2) Business licensing for community mining permits, as comprehensively addressed under Appendices II - IV to the Decree; 3) Technical principles that apply during the implementation of community mining, as comprehensively addressed under Appendix V to the Decree; and 4) Community mining contributions (iuran), as comprehensively addressed under Appendix VI to the Decree.
- Prior to the issuance of any community mining permits, Provincial Regional Governments are first required to perform the following: 1) Prepare reclamation plans and post-mining plans for each community mining area; 2) Announce stipulations of block divisions for community mining areas, as stipulated in management documents for community mining areas; 3) Promote plans for the issuance and management of community mining permits; and 4) Draw up a promotional minutes that address said plans for the issuance and management of community mining permits.
