Road Map for Mitigation of Climate Change Within the Marine and Fisheries Sector Officially Introduced

Following the introduction of Regulation of the President No. 98 of 2021 ("Regulation 98/2021"), which sets out Indonesia’s efforts to achieve the country’s nationally determined contribution (NDC), the Minister of Marine Affairs and Fisheries ("Minister") has now decided to set out an applicable road map for the mitigation of climate change within the marine and fisheries sector ("Road Map") through the issuance of Decree No. 52 of 2024 ("Decree 52/2024"), which has been in force 26 July 2024.
Outlined comprehensively under the Appendix to Decree 52/2024, the Road Map will now be utilized as a reference by working units under the authority of the Ministry of Marine Affairs and Fisheries ("Ministry"), which will engage in various climate-change mitigation measures. In this regard, the overall implementation of mitigation measures will be coordinated by the Director-General of Marine Spatial Management at the Ministry ("Director-General").
The Road Map outlines three specific phases for the implementation of climate-change mitigation measures, which broadly break down as follows: 1) Planning (e.g. updating of data on blue carbon activities that produce greenhouse gas ["GHG"] emissions, as well as inventory, calculation and planning for the reduction of GHG emissions); 2) Implementation (e.g. prevention of closure and rehabilitation of mangroves and seagrasses, as well as the drafting of policies on blue carbon in conservation areas); and 3) Monitoring (i.e. measurement, reporting and evaluation of implemented mitigation measures).
It should be noted that the above-described Road Map will be subject to evaluations conducted by the Director-General on a six-monthly basis or at any time deemed necessary. Moreover, funding for the implementation of the Road Map will be borne through the Ministry’s budget and/or other legitimate sources of funding.
