- The Minister of Industry ("Ministry") has issued Regulation No. 19 of 2024 on the Technical Consideration Issuance Procedure for Imports of Alcoholic Beverage Raw Materials and Alcohol-Containing Odor Preparations ("Regulation"), which has been in force since 5 July 2024.
- In essence, this new Regulation features a number of provisions that specifically address the technical consideration issuance procedure. The Regulation stipulates that business entities (i.e. API-P companies and state-owned enterprises that hold API-U) may only import alcoholic beverage raw materials and alcohol-containing odor preparations (collectively referred to as "Materials") after they have first secured Import Approvals from the Ministry of Trade. In order to secure said Import Approvals, business entities must secure the following types of Technical Considerations: 1) Technical Considerations for the Commodity Group of Alcoholic Beverage Raw Materials; and 2) Technical Considerations for the Commodity Group of Alcohol-Containing Odor Preparations. Technical Considerations are applicable for a period of one calendar year.
- Imported Materials, as outlined above, must comply with the tariff post (harmonized system) list and item descriptions that are comprehensively listed under the Appendices to the Regulation.
