Director-General of Customs and Excise Introduces Single Customs Quarantine Submissions in Bonded Storage Areas

  • The Director-General of Customs and Excise has issued Decree No. KEP-113/BC/2024 on the Pilot Implementation of Single Customs Quarantine Submissions in Bonded Storage Areas ("Decree"), which has been in force since 1 July 2024.
  • This Decree aims to implement a unified customs quarantine system for imported quarantine commodities that enter Bonded Storage Areas through the use of the INSW (Indonesia National Single Window) system, as integrated into CEISA 4.0. This integration should ensure that all relevant quarantine and customs obligations are met through the implementation of a single, unified system.
  • The piloting of this new scheme involves relevant service users and Customs Offices using the INSW system, as integrated into CEISA 4.0. The Bonded Storage Areas referred to in the Decree comprise Bonded Zones, while the Customs Offices involved oversee Temporary Storage and/or Bonded Storage Areas. Service users include operators of Temporary Storage, Bonded Zone operators and/or Customs Brokers (Pengusaha Pengurusan Jasa Kepabeanan/PPJK) who engage in customs-and-excise activities within Temporary Storage and/or Bonded Storage Areas.
  • The designation of service users under the pilot scheme will be determined by the Head of the Customs Office based on application readiness, workload volumes, business process complexity and risk management. Designated Customs Offices, as listed under the Appendix to the Decree, are instructed to monitor and evaluate the pilot implementation in coordination with the Directorate of Customs and Excise Information and the National Single Window Agency.
