Increase in Single Tuition Fees Officially Canceled due to Misunderstanding

  • Indonesia’s Minister of Education, Culture, Research and Technology, Nadiem Makarim, has issued a statement affirming that the planned increase in single tuition fees (Uang Kuliah Tunggal/UKT) has been canceled in response to a wave of rejections from various parties, particularly students who organized a number of demonstrations recently to protest the single tuition fee increase, which they consider to be burdensome. As a result of this cancellation, the government will now reevaluate single tuition fee proposals, as submitted by all of the country’s public universities.
  • The single tuition fee increase was initially stipulated under Regulation of the Minister of Education, Culture, Research and Technology No. 2 of 2024 on Higher Education Operational Cost Standards (Standar Satuan Biaya Operasional Pendidikan Tinggi – "SSBOPT"), which was issued as the basis for an increase in the state budget for public universities and state universities with legal entity status (PTN-BH). This adjustment to the SSBOPT, which had not been updated since 2019, was predicated on a growing need for technology in education in line with technological advances within the workplace.
  • However, several misunderstandings ultimately arose among the general public. Specifically, many did not appreciate that this new framework was only applicable to new students. Moreover, some public universities have mistakenly placed students in single tuition fee groups that did not match their economic capabilities due to inaccurate data provided by the students themselves. In this regard, several public universities had previously set low single tuition fees or had not adjusted said fees for periods of more than five years, making the increase seem unreasonable. In addition, a further misunderstanding ultimately arose in relation to the highest single tuition fee group, which was perceived to apply to a majority of students. However, in reality, only 3.7% of new students were placed in the highest single tuition fee group.
