Inspection and Certification Systems for Indonesian-Flagged Ships Harmonized

  • Inspection schedules and validity periods for the certification of Indonesian vessels are set to be harmonized in the wake of the issuance of Regulation of the Minister of Transportation ("Minister") No. PM 7 of 2024, which comes into force on 16 October 2024.
  • Under the new regime, Indonesian-flagged boats will be inspected and then subsequently issued ship certification confirmations. The types of inspections that will be completed comprise: 1) Ship safety inspections; 2) Ship loading line inspections; 3) Ship pollution prevention inspections; 4) Ship ballast water management inspections; 5) Code-related inspections; 6) Inspections of boats that change flags from the flags of other countries; and 7) Inspections of boats operating in polar waters.
  • The following ship inspection activities will be implemented by boat safety inspection officers or surveyors from recognized organizations: 1) First inspections; 2) Annual inspections; 3) Periodic inspections; 4) Intermediate inspections; 5) Renewal inspections; 6) External inspections of ships’ hulls; 7) Additional inspections.
  • Boat certification can be temporary or permanent. If a boat is lost, destroyed or damaged, as proven through the issuance of police reports, then the Director-General may issue new certification with the same validity periods as the old.
  • Temporary certificates remain valid for three months, while permanent certificates for cargo-carrying vessels remain valid for five years and permanent certificates for transportation vessels remain valid for 12 months.
