Minister of Finance Issues Updated List of Import-Restricted Goods Following the Enforcement of New Import Policies and Arrangements

  • The newly introduced Regulation of the Minister of Trade No. 3 of 2024 ("Amendment") on the Amendment to Regulation No. 36 of 2023 on Import Policy and Provisions ("Regulation 36/2023") has updated the list of certain types of goods that require permits for their importation and goods that are restricted in terms of their importation.   • Following the enforcement of the above Amendment, the Minister of Finance ("Minister") has now decided to introduce an updated list of goods that are restricted in terms of their importation through the issuance of Decree No. 8/KM.4/2024 ("Decree 8/2024"), which has been in force since 10 March 2024. As a consequence of the enforcement of Decree 8/2024, Decree of the Minister No. 23/KM.4/2022 ("Decree 23/2022"), which sets out the previously applicable list of import-restricted goods, has now been repealed and replaced.
  • The list of import-restricted goods is comprehensively outlined under the Appendix to Decree 8/2024 and comprises a total of 2212 commodities. It should be noted that the supervision of import-restricted goods also applies to entries and releases of goods into and from bonded storage areas (Tempat Penimbunan Berikat/TPB), free trade areas and free ports (Kawasan Perdagangan Bebas dan Pelabuhan Bebas/KPBPB), and special economic zones (Kawasan Ekonomi Khusus/KEK).
  • It should also be noted that Decree 8/2024 also affirms that the list of consignment goods that are eligible for import by Indonesian migrant workers (Pekerja Migran Indonesia/PMI) will remain unchanged from the list that originally featured under Regulation 36/2023.
