Eligibility for Household Electricity Tariff Subsidies for Households with 900 VA Supplies Now Determined Based on Data Issued by the Ministry of Social Affairs

In an effort to ensure that the applicable framework for the granting of household electricity tariff ("Tariff") subsidies to customers of PT PLN (Persero) ("Subsidies") is in line with the current requirements and is able to accommodate any updates that are made to integrated, web-based, social welfare data, the Minister of Energy and Mineral Resources ("Minister") has decided to introduce a revised framework for the granting of Subsidies through the issuance of Regulation No. 3 of 2024 ("Regulation 3/2023"), which has been in force since 31 January 2024. Previously, matters relating to Subsidies were addressed under Regulation of the Minister No. 29 of 2016, as amended several times, most recently through Regulation of the Minister No. 17 of 2019 (collectively referred to as "Regulation 29/2016"), which has now been repealed and replaced.
While maintaining the core eligibility criteria for the securing of Subsidies by households that originally featured under Regulation 29/2016 (i.e. households with 450 volt-ampere ["VA"] supplies or poor and underprivileged households with 900 VA supplies), Regulation 3/2023 states that the latter classification of eligible Subsidy recipients should be granted Subsidies through the matching of PT PLN (Persero) customer ("Customer") data ("Customer Data") with data that already feature on integrated lists of households eligible to secure social welfare, as issued by the Ministry of Social Affairs ("Basic Data").
The above-mentioned Customer Data and Basic Data matching will be carried on a quarterly basis, while any Customer that does not feature in the Basic Data list will not receive any Subsidy during the following month and well subsequently be required to complete payment of the Tariff that applies to non-subsidized 900 VA customers.
However, it should be noted that any Customers with electricity supplies that are higher than 900 VA and that feature in the Basic Data may receive a Subsidy only after their power supplies have been reduced to small household levels of below 900 VA. In this regard, said reductions should be carried out based on the submission of applications by Customers to PT PLN (Persero).

In an effort to ensure that the applicable framework for the granting of household electricity tariff ("Tariff") subsidies to customers of PT PLN (Persero) ("Subsidies") is in line with the current requirements and is able to accommodate any updates that are made to integrated, web-based, social welfare data, the Minister of Energy and Mineral Resources ("Minister") has decided to introduce a revised framework for the granting of Subsidies through the issuance of Regulation No. 3 of 2024 ("Regulation 3/2023"), which has been in force since 31 January 2024. Previously, matters relating to Subsidies were addressed under Regulation of the Minister No. 29 of 2016, as amended several times, most recently through Regulation of the Minister No. 17 of 2019 (collectively referred to as "Regulation 29/2016"), which has now been repealed and replaced.
While maintaining the core eligibility criteria for the securing of Subsidies by households that originally featured under Regulation 29/2016 (i.e. households with 450 volt-ampere ["VA"] supplies or poor and underprivileged households with 900 VA supplies), Regulation 3/2023 states that the latter classification of eligible Subsidy recipients should be granted Subsidies through the matching of PT PLN (Persero) customer ("Customer") data ("Customer Data") with data that already feature on integrated lists of households eligible to secure social welfare, as issued by the Ministry of Social Affairs ("Basic Data").

However, it should be noted that any Customers with electricity supplies that are higher than 900 VA and that feature in the Basic Data may receive a Subsidy only after their power supplies have been reduced to small household levels of below 900 VA. In this regard, said reductions should be carried out based on the submission of applications by Customers to PT PLN (Persero).
